Minister Chung: No U.S.-ROK Agenda Discussions for Potential North Korea-U.S. Summit

Unification Minister Chung Dong-young stated on October 28, 2025, during the comprehensive parliamentary audit of the National Assembly's Foreign Affairs and Unification Committee, that there had been no prior agenda coordination between the U.S. and South Korea regarding a potential North Korea-U.S. summit, potentially held in conjunction with the Gyeongju APEC summit. This was in response to a question from People Power Party Representative Kim Tae-ho.

Representative Kim Tae-ho asked Minister Chung whether there had been concrete agenda coordination between the U.S. and South Korea regarding denuclearization and sanctions relief in preparation for a possible North Korea-U.S. summit. Minister Chung replied that, as of now, there have been no discussions between the U.S. and South Korea that specifically considered a North Korea-U.S. summit. This suggests that while the South Korean government is considering the possibility of a North Korea-U.S. summit, it has not yet engaged in in-depth consultations with the U.S. side regarding specific agenda setting or coordination processes.

Minister Chung's remarks have raised concerns that this could have subtle repercussions for South Korea's role and position in future progress in North Korea-U.S. relations, as well as for the U.S.-ROK alliance. In particular, sanctions relief related to North Korea's denuclearization is a matter directly related to South Korea's security, making close cooperation with the U.S. essential. However, the fact that no substantive agenda coordination between the U.S. and South Korea has taken place regarding a North Korea-U.S. summit raises concerns that the South Korean government may be marginalized in key variables of North Korea-U.S. relations.

Some are voicing that the South Korean government should actively support improved North Korea-U.S. relations, establish a close cooperative system with the U.S. to lead the Korean Peninsula peace process, and volunteer to be a facilitator of North Korea-U.S. dialogue. In this context, Minister Chung's remarks raise questions about the South Korean government's diplomatic capabilities and strategic judgment, while also serving as a catalyst for in-depth discussions on the future direction of U.S.-ROK relations. The Lee Jae-myung administration is now faced with the task of making multifaceted diplomatic efforts to improve North Korea-U.S. relations and build peace on the Korean Peninsula.

Following Minister Chung's remarks, various interpretations and forecasts are emerging in diplomatic circles. In particular, the absence of agenda coordination between the U.S. and South Korea is being presented as evidence supporting the analysis that the South Korean government is having difficulty securing leadership in North Korea-U.S. relations. Accordingly, the South Korean government should strengthen strategic communication with the U.S. and seek concrete ways to play a constructive role in resuming North Korea-U.S. dialogue. In addition, it will be necessary to analyze North Korea's position carefully and find new breakthroughs for the Korean Peninsula peace process. Building a close cooperative relationship with the Donald Trump administration is expected to play an important role in strengthening South Korea's diplomatic capabilities.
