This demonstrates that relations between the two countries are aiming for a long-term strategic partnership beyond simple, temporary cooperation. In particular, Russia's need for cooperation with North Korea has grown as sanctions from Western countries have intensified following the war in Ukraine.

Choe Son-hui arrived in Moscow on October 26, 2025, met with Russian Foreign Minister Sergei Lavrov, and subsequently paid a courtesy call on President Putin.
