Kakao and Ministry of the Interior and Safety Team Up on AI Public Services; 'AI Public Secretary' Pilot Service Slated for Year-End

The company announced today (October 27, 2025) that it has signed a Memorandum of Understanding (MOU) with the Ministry of the Interior and Safety for 'AI Agent-Based Public Service Innovation.' Through this agreement, Kakao plans to support citizens in accessing public services more conveniently by leveraging its AI capabilities. In particular, Kakao plans to pilot an 'AI Public Secretary (tentative name)' public service based on the KakaoTalk platform by the end of the year. This aligns with the digital government innovation policy of President Lee Jae-myung. Kakao and the Ministry of the Interior and Safety aim to contribute to improving the quality of life for citizens through AI technology in the public sector. This collaboration is expected to serve as a model example of a private company and the government working together to provide practical convenience to the public, moving beyond simple technology cooperation. The 'AI Public Secretary (tentative name)' pilot service is designed to allow citizens to easily access frequently used public services through an AI agent. Specifically, it will include functions such as issuing and submitting electronic certificates, and reserving idle public resources. For example, electronic certificates such as resident registration certificates and family relationship certificates can be issued and submitted to the required institutions conveniently within KakaoTalk. In addition, reserving idle public resources such as meeting rooms, auditoriums, and sports facilities at public institutions will be easier and faster through the AI agent. Kakao plans to support citizens in conveniently accessing the necessary public services regardless of time and location through these services. This is expected to contribute significantly to improving administrative convenience for citizens in line with the digital age. Furthermore, Kakao stated that it will strive to develop and provide more diverse public services based on the data accumulated through the 'AI Public Secretary (tentative name).' The AI model that Kakao applies to the 'AI Public Secretary (tentative name)' is its own 'Kanana.' 'Kanana' is a powerful AI model that naturally understands the user's context and intentions and supports service execution. It is expected to provide optimized services to users through integration with the KakaoTalk platform. In particular, Kakao plans to support users in easily accessing desired public services without going through complicated administrative procedures through 'Kanana.' For example, if a user says "Issue a resident registration certificate," 'Kanana' will understand the user's intention, collect the necessary information, and automatically proceed with the resident registration certificate issuance process. In addition, 'Kanana' can perform various functions such as providing answers to user questions and finding necessary information. Kakao stated that it will continue to invest in technology development to provide users with a more convenient and efficient public service experience through 'Kanana.' In addition, Kakao is deeply concerned about the ethical issues of AI technology. Kakao has designed its AI to not generate responses that violate ethical standards through its own AI guardrail model, 'Kanana Safeguard.' 'Kanana Safeguard' plays a role in proactively blocking harmful content and preventing the provision of biased information or discriminatory remarks. Through this, Kakao is striving to ensure that AI technology is used in a socially positive direction. Kakao plans to continuously research the ethical issues that may arise as AI technology develops and further refine 'Kanana Safeguard' to ensure the safety and reliability of AI technology.
